Looks to be a 2007 Mongoose Bosberg? Cool bike, I had no idea Mongoose was still releasing bikes that weren’t Walmart specials at that point in time.
What are your goals for the bike? The cost of two decent quality wheels would be prohibitive in my eyes. Find a budget alloy road bike at a bike shop and make sure it fits properly. You will thank yourself late.
Ok, here’s what I can tell:
It’s an aluminum alloy frame with carbon seat stays and fork. Cranks are Shimano 105 9 speed, probably an ultegra rear derailleur. Shifters look like 105, brakes likely as well. Given the small size, I suspect the previous owner was a woman, probably named Amy based on the name on the top tube.
The pedals are Crank Brothers eggbeaters, and looks like there are a number of broken spokes. A decent bike shop should be able to replace those unless they are some sort of proprietary spoke.
