Brand new wheels, freehub is binding up when the quick release is tightened. Happens with and without the cassette installed.

Clarifying question, if you let go of the freehub, does this not happen? Ie. Are you sure it’s not an issue with the hub bearings?
Check that all the dust seals and end caps are installed correctly and seated completely on both sides of the hub. That is a common issue with brand new and freshly rebuilt hubs that drag when clamped in the frame
Was there a spacer on the hub axle under/behind the freehub? It seems like there should be a spacer from the bearing inside the right side of the hub shell to the inner bearing in the freehub to transfer the side/preload from the qr through all the bearings. Not sure if this makes sense?
Check if it’s missing this little spacer like this. The spacer/washer between the hub shell bearing and the freehub bearing must be in place.
