Hey there. This is my first carbon bike. Do I need these washers if I install a bottle cage? Can't get the lower screw to catch with such a large washer but don't want to ignore if it will damage the frame.

The washers are only there to space the bottle cage away from the front derailleur.

Yeah check with the bottle cage and the bottle you will be using and see if it’s too close to run with anything else.

Also places the bottle holder away from the cool paint job…

Since no front derailleur, no. But it will protect that sweet ass paint job. I’ve had the same frame in the same color for about 18 months—absolutely love the ride and the unique color. So much better than the black/red alternative from the same model year.
