Noticed this on my bike frame, smooth to touch and I can’t clean it . I’m not sure what is it , maybe a stain? Note, an electrical wire for my fan was over it too.

I don’t think aluminum rusts. It oxodizes.
I’ve seen this before. Not on bike frames but other various things. Something rusty was resting on it for an extended period of time and stained the paint
Birds poop
Try something like CLR to clean off the rust mark.
