When I removed the stem cap I found a few small parts in the space underneath. 3 small rubber o-rings and a small plastic tube. Any idea what they are for?

the screw is passed through the O-rings and the tunnel. I think the order (top to bottom) is O-ring, tunnel, O-ring O-ring
Actually, when I wrote the post I was certain that I pulled the cap off together with the bolt, but thinking about it now, I may have pulled the bolt through the cap, and then the cap, so no wonder the parts were lying around there…silly 🤔 me…. anyway, thanks for the quick reply.
