I need to decrease the reach on this bike, preferably without having to buy and wait for a whole other stem to arrive – I have tried to un-tighten both of these bolts but they don’t seem to budge at all.

If the bolts are truly seized I’d take it to a shop.
But, you can also try some penetrating oil or some WD40.
Have you tried PB blaster? Just don’t get it on the bike itself.
Remember the bolts are upside down and they have a retaining compound on them righty tighty lefty loosey
You need leverage. Mine wouldn’t come undone either. Had to get a longer tool so I could get enough leverage to actually move them.
