Ignore how messy my apartment is…
Do my cables look ok? I can turn the handlebars 90 degrees, I swapped my 90mm stem for a 110mm one and things are slightly tighter, but I’m also wondering if they should cross over the head tube?

Looks way too short
No. It should go on opposite sides of the head tube, otherwise you’re going to get extensive cable rub. I would also be sure you can turn the bars as far as they can go without any binding. This looks too short.
Also, if you haven’t (it doesn’t look like it)route your cables and tape them firmly in place before applying bar tape. Adding or removing the bar tape shouldn’t have any effect on the housing/hose runs.
No. Rear cables/lines should be on the left side of the bike and front derailleur cable should go on the right. Swap them.
