Rim brake lever returns slowly to position and kind of wiggles around, it looks like the cable head moves around or is loose when the lever is returning. Any ideas?

Things to note – these cables are quite old and so is the housing, I plan on replacing them. I had this happen to my allez road bike as well on its brifter and replaced the cables and upgraded to compression less housing, and its still not quite at %100, so just looking for some help for the future!
It’s the old housing (and cables, but housing more so). Has some dirt/rust/whatever in it, basically increased friction. Replace it along with the cable.
