Just put tire on but it’s not sitting flush just chills on the rim bed. I can’t get it into the sides myself and pumping up to make it pop and set also won’t work since I can pump as much I want and the air just goes somewhere out where the tire isn’t connected.
I even tried an already worn tire (moved from disc wheel over) but same issue applies.
So how am I going to fix this ?

Check your rim tape and make sure it’s down properly, if it is just pump like crazy and it’ll eventually seat….failing that, bring it to a bike shop and they can seat it
You might need to use a compressor to get that initial burst of air to pop the beads out. There are little screw on adapters for presta to work with a compressor attachment. Local bike shops sell em for like 50 cents.
Where is the sealant?
Lube the beads with a strong solution of washing up liquid. Put it on with an old toothbrush or similar all round the bead on both sides and then pump like crazy. If that doesn’t work then a tubeless tank (I have a Beto one) should work. Alternatively as snowy another poster said get a Schrader adapter and use the compressor at a local petrol station
Partially set the bead by hand in a way similar to removing the tire, but instead of popping the bead over the rim, just hold it tight and use a lever to pull the bead tight almost all the way around. Do it to both sides and a regular pump will work.
It’s SUPER hard to do this with just a pump.

Now, if you do not have a compressor, you CAN do this with a co2 cartridge. **Before** you put in any sealant, pump the tire just like you would after a flat tire on the road. Once the bead is seated, you will fill sealant through the valve.
b.t.w, some tires may work with just a pump but only if they are tight enough on the rim (yours isn’t).
If you have no access to high pressure air pump – CO2 bike pump did the trick for me. This will seat the bead, let the CO2 and pump regularly with air
If you don’t have access to a compressor, another thing can try is to remove the tubeless valve and put a regular tube in. Inflate and it will seat the beads. Then just like changing a flat pop the bead on one side (the other side should stay seated), remove the tube, insert your tubeless valve, and pump it up again. Having one side already seated should help pop the other side in since you’re not fighting with air leaking out on both sides
Soapy water in a spray bottle. Moisten the beads then wrap a strap around the circumference of the tyre squishing it to the rim, self set the bead where you can then pump and pray.
