  1. The kind that don’t have them are intended to not have them. The tube part was a later “innovation” to make it easier to keep the two pieces of the link wire the same length. It doesn’t do anything structurally, which is why it’s so minimally built compared to an actual cable housing.

  2. If you’re missing that tube you can make one by cutting any unused outer brake cable to the same length and fit it back again as long it works to retain the cantilever wire pulling structure.
