Thru Axle is a quick release one that I cannot clamp down any harder than it is.

Its a Suntour fork with Suntour QLOC thru axle
That’s excessive. My kids bike has that axle and it doesn’t have play like that. Almost looks like a non boost wheel in a boost fork. That or you’re missing an end cap or spacer or something
Absolutely not.
Looks like you’re missing a part (axle end cap) that would fill the rest of the space.
Or that’s a standard size hub on a boost frame.
Also, the thru axle shouldn’t stick out
your missing an end cap
