Here's the bike. Seems in good shape, and for $200 for a bike that's actually going to fit me, seems like a not terrible idea.

Does it have rear rack mounts? You could get an old man mountain or Minoura MT-4000SF for the front.
Absolutely, that is a wonderful bike for bikepacking. Do your research on how you want to carry your gear and it will do great.
As a beginner, absolutely. In time you’ll get a better idea of exactly what you want in a bike and if you decide to change bikes you will be able to move any racks/bags over to the new one. No point spending piles of cash at the start on a fancy bike.
Buy that bike. Don’t dawdle and miss it. Seriously. Buy it now.
