Any reason you can’t measure it or look up the stem size and order the correct size bars?
Tape would just deform and they’d rotate eventually (very quickly) anyway. Metal shims do exist but I can’t comment on their reliability.

Either get different bars or a different stem. You will never make that work unless you happen to know a good machinist who can make a custom metal sleeve.
Tape is a Very Bad idea.

You have 3 options: 1. Metal shims to fit the new bars to the old stem (the thing you insert the new bars into) 2. New bars to fit correctly the old size stem or 3. A new stem to fit the new bars. Your local bike shop can probably help with all of these and may even have the parts. Good luck!

There are ring shims available but this looks too different for it to work safely

Pull the stem, take it to a bike shop. Buy what they tell you to buy.

Try going to a local bicycle co op as they have bins of bars/stems on the way cheap. You can easily rattle can it to match.

Swap out the stem. You can take one off one of a cheap old BMX bike. Still works like a quil stem but it has mounting for BMX bars
