
After about 6 rides. The back wheel is no longer spinning fully free. I have removed the hub, removed the freehub. Re-Greased everything. Tried to see if anything was bent. Everything spins free when not on the bike, but soon as I get the rear axle even to half torque spec. The freehub starts surging and wanting to stick when spinning the wheel. I have attached a video of what I am experiencing.

The wheel came on a Transition Sentinel. I believe its a "RaceFace Trace 28H" rear hub.
I have reached out to RaceFace and Transition. Just checking here if there is something else I can check while waiting for a response from them.

That’s freehub drag, and it’s always most noticable in the little cog because of how much leverage it has.
I would check your endcaps. If they thread on, they may not be on all the way. Also be sure the cassette is fully/properly installed.
EDIT: It’s also possible you’re only noticing it now because the bottom bracket seals have worn in enough to have less friction, so the freehub drag is able to make it move.
