Don’t get a steerer extender! The redshift stem has a 40mm stack height so you’ll need about 37mm of available steerer to get an adequate clamping area. For your IS style headset you’ll need a low stack top cover, or worst case scenario none at all.

That fork has been cut really super fucking short, to the point that I would be uneasy with most stems on the market.
If it fits your headset, it looks like it would expose around 10 more millimeters of the steerer.
Edit: In another comment there’s a recommendation for a steerer extender. I absolutely would NOT use one with a carbon steerer. Your real options here are exposing more of the existing steerer or replacing the fork.

At best you can maybe find a different more low profile cover for the bearing, but that’s a shot in the dark. Y’all cut this steerer tube way too short to change your mind about the stem, bummer

If that’s a steel steerer tube then you could get a shop to weld an extension on there. Maybe cheaper to buy a used fork though!
Maybe you can remove the headset cover without compromising its function. That may give you enough exposed steerer.
Or just replace the fork.

You can machine a cylindrical plug with the same OD and a lip that matches the ID of the steerer tube and then bond it on, that would work. If you had the capability of doing that, I suppose this wouldn’t have been asked on reddit though.

So it turns out that I’m an idiot and the redshift stem fits perfectly fine. When I first tried, I had the bike in the stand, and when I took off the stock stem, the fork slipped down a bit, and made it seem as if the redshift stem wouldn’t fit. With the fork fully inserted, the redshift stem fits just fine. Fucking duh.

Your steerer tube is too short for that headtube.
Velobike out of New Zealand makes a steerer tube extender. It has an insertion depth of 50mm and is meant to be epoxied in.
