100% a Soma Rush from several years back, they have a different fork shape these days, but with the shape of everything it matches up pretty well. Should be a mix of different Tange double butted chromolly tubing, so it should be relatively light-ish for a steel frame & have a decent ride quality.
If you build it up to keep/ ride I would recommend stripping everything and applying framesaver spray to the insides of all tubes, it is messy, smelly and takes time, but will protect from further corrosion. Should be able to find some videos on how to do it.
