Can someone tell what this is? It's hard to pedal with this thing interrupting the chains. Also, I haven't use my bicycle for almost a year now and the chains got rusty. How do I fix these?
Your front derailleur isnt set up properly. Hard to explain without getting a lengthy comment. Check youtube for instructions. You just need a philips screwdriver.
1st issue: The rust needs to go. Cheapest option is probably WD-40 or a similar rust dissolver. After you got rid of the rust, you should thoroughly rinse everything off and use dedicated bike chain oil to grease the chain (to prevent it from rusting again)
2nd issue: The thing that rubs against the chain is the front derailleur. It’s there to shift your chain from one chainring to the next. You should just watch some video on how to tune those things.

quick fix is to adjust the derailleur. Check youtube on how to adjust front derailleur. IF you ride this bike a lot i would throw that chain in the bin and get a new one
