The outer ring at the base moves freely, and if I add the extra washer that was there with the old nut the axle doesn't come through the other end ( the axle is too sort for the two washers and two of these nuts)
I think that's right but prefer to check before getting a surprise if the wheel is not aecured.

Yes, they are called *track nuts* and since they have a built-in washer you don’t need to use any other washers.

No, it is not a lock nut, nor is it a lock washer.
No, you don’t need an additional washer, unless you want the locking feature of a lock washer (and you don’t need that for a hub axle).
