If pulleys are original: 1969.

Take a look at [this](https://www.disraeligears.co.uk/site/campagnolo_nuovo_record_1020a_patent_derailleur.html).
This might be a 1969 (or early 1970s) Campy NR derailleur as it is stamped with “PATENT” on the b-knuckle and not “PATENT-74” (as was done in 1974, for example).
