Yeah, the fork eyelets are just various rack mounting points to give you options. The upper mounting points on that rack are oddly specific – mounting it to your handlebars at the stem screws? Anyway, it looks like you are going to need some adapters to make that work on your bike, or MacGuyver something, maybe with small metal plates from the hardware store.

Those are for rim brakes, can be used for other things

If they were a little lower they would be for a tubas duo rack. Those must be for some other kind of specific front rack.
Surly and Nitto racks can use those
Different racks or whatever you can screw there.
Maybe they are brake mounts
