Rim doesn’t seem to go up and down. I’d look for a loose spoke. Often just one loosens up and tightening the one fixed the wobble.

Your wheel doesn’t seem like it is curved enough to be noticeable when riding, but do check if the tyre is seated correctly. Also you can bring the wheel to your local bike shop and they will true it for you, but it’s is a useful skill to learn and a pretty simple and quick job once you know how to do it.

Looks like one spoke came loose on the drive side causing it to move to the non-drive side.
Slowly turn it till it hits brake pad and then check the opposite side spokes.

True the rim and adjust the brakes for a little more clearance.

Looks like your wheel is out of true. Fix that or back the brakes off enough that they don’t rub.

Look up tutorials on how to true wheels, you only need a spoke wrench.
I think I understand what you mean by jump. Does the wheel veer dramatically side to side?
It could be its really out of true, or that your axle is loose. You will want to either take it to someone, or order a full tool kit.
