I mean, for $35, sure, go for it. It will be a good bike to practice refurbishing and if you mess up, well, it didn’t cost much.
I don’t know J&B Cycles, but they most likely were importing bikes and rebranding them. This has the hallmarks of a faux-fancy entry level machine from the early 70’s or so. Lots of brands made frames like this: a basic frame, but with some fancy lugs and chrome to jazz it up. It has some flair! But it’s almost certainly not particularly valuable or high-end, which makes it prefect for your first time fixing up an old bike.
Caveat: If it was made in France, some of the parts (particularly the bottom bracket and headset) might be trickier to replace, because the threading was different and not widely available. That’s not a reason not to get it at this price, and you probably won’t need to replace everything anyway, just something to be aware of.

Its worth that. You should definitely learn how to polish and polish out those lugs. It’s a decent bike for the era.

Lovely lugs. Seatpost sticker says “Quality Bicycles”…what more assurance could you want? 😉
