I’m sure you can replace the bearings etc….I did this to my Campag Bullet wheels after mis-judging a bit of flooded road which led to 2/3 if the wheels submerged. Consequently everything inside the wheels became damaged and rapidly wore out.
But, if you can, why not treat yourself to a new set of wheels. 🙂
No, just replace the bearings/cones, etc. you buy a kit with everything in it for pennies..

That cup looks rusted and dry but not burred too deep actually. Axle and balls look good, almost new. I’d use scotchbrite on the cup and cone to remove the rust, then regrease it and tighten it with a little bit pretension and ride it. Eventually it will become smoother again when the bearings set in.
Its probably also a good idea to retighten and replace the lube again after a while as rust and metal shaving will go into the grease when the bearing sets in.
Even if it runs a little rough in the end, that is likely not even 1% of your pedaling power. No point in throwing away a perfectly fine set of wheels when there is still life left in them.
