Def yes worth it. Almost too cheap. Just make sure no cracks in frame, and it’s not stolen (as it’s a good price).
Check the joint of downtube and head tube, around BB, and seatpost busting the seat tube. If all look good, aka frame is good, it’s a good deal.
ETA – the wheels and components alone is well worth 400 in my estimation. That Mavic wheels should go like 200 at least. And chainrings changed/upgraded.
