Newish 2024 fuel ex I got in December. The shock has been like this since December I should have asked then but. It’s as 200psi about 60psi more than recommended for my weight. Oil has been stacking like that since I got it. Theres some oil on the bushing below the shock as well.

The sag is set correct. The o ring is just higher when I do a basic bunny hop on flat. If that helps any more
Does the damper and rebound still work ? It not its loosing oil from the damper/ifp. If those still work then just an air can seal service would take care of it. You’ll usually have a vary vary light coating of oil/lube in the stanchion.
I would look up what the service intervals are for that shock you might there
