Is this reverse threaded? I feel like the arrow is indicating right is tighten but it's proving to be difficult to get this crank bolt out.

I have a Quarq crank with a similar setup and a tightening torque of 54Nm. That is not reverse threaded and very hard to remove… what helped me was a long lever and having crank arm and hex key about 10-15° apart and then pulling/pushing at the same time.
I tried quite a while at 180° pushing both down and it wouldn’t budge.
