I recently found an affinity Kissena frame in my apartment buildings trash room. Recognizing it as a $1500 frame I brought it into my apartment only to discover someone had taken a saw to the seat tube for an unknown reason. There are a couple of small dings and it needs lots of touch ups with some paint but I’m confident in my ability to repaint and don’t care about the dings.
I actually have kind of two questions, the first is obvious; is it even possible to repair, and if it is repairable, would it be safe to ride it? I don’t plan on riding it on the track, mostly just for fun weekend rides around town.
The second question comes from me trying to find a solution myself and wasting $40. I tried ordering poor quality parts off aliexpress just to see if they’d fit and work, but ordered the wrong parts. My LBS said “gnarly” then told me to contact the manufacturer who has not responded to any emails or an instagram message. So, if it’s rideable and safe to ride, what parts would I need to make it rideable?
I have cleaned the frame up quite a bit from when these photos were taken and everything else other than the stupid seat post looks good. This frame is way out of my budget but I also go it for free so I’m in a position where I’d love to ride it if at all possible but won’t lose my mind if not.

That top tube dent is more than a small ding. Along with the hack job on the seat tube, I’d either put it on the wall or back where you found it.
(What kind of post clamp would even work on that without a slot for the tube to deform enough to hold the post in place?)
I wouldn’t ride that thing.
