Working on a mtb drop bar conversion and picked up some bar end shifters. Looks like the shifters make contact with the top tube. Curious if this is enough rotation or should I look into figuring out something else.
More than enough. You’ll only be able to ride it like this at super slow speeds which you will likely never encounter

Do you find yourself turning that hard while riding?

no issues riding, but try to minimize damage if there is accidental contact should the bike tip over (hopefully you’ll never crash!), your shifter may break and possibly dent your top tube. I’d say about 10% of vintage steel MTB frames I run across have top tube dings from bar/lever strikes
If your brake hoods are set to the perfect height, you could add more rotation of the handlebar and position the brake hoods slightly lower on the bend.

Your leg will interfere long before touching the frame. The only way that bar will touch the frame is in crash scenario. Ordinary riding – nothing to worry about
