Their purpose is to keep the distance from the fork dropouts to the hub the same on both sides and keeping the hub centered in the dropouts. When you insert a thru-axle into the hub they stay put and don’t move, as they get squished together by the clamp force of the axle.

yes, that’s an endcap, not a load bearing part of the hub.
