Btw, that’s now how you straighten a wheel. You do so by tightening the spokes.

No, we used to get wheels like this in the shop all the time. Inflate the tire to pressure. Take the wheel in both hands and whack it on the ground on the pretzel side. It should straighten out pretty much. The trick is to make the tire take most of the hit but the rim will get some of that energy transferred and will straighten out. You don’t want to hit the rim. Then put it in the truing stand and work the spokes until you get it rideable again. If the wheel hit something and is also out of round, it’s probably done.

Depends. Do you like exercises in futility?

I knocked over a sandbag wall and two of my nice vintage bikes got hit in their bike stands, the wheels tacoed, I’m so sad and your post is triggering me!

Just buy a new wheel. It will be way cooler and not much more expensive than trying to rebuild the taco. Will probably also be a whole lot safer.
Be well, brother.

I don’t recommend it but I have in the past, taken slightly pringled wheels and wacked them on the ground on the side of the deformation and gotten it much further true than I would have with truing alone. Follow standard percussive maintenance guidelines, always wear eye protection

That tire is toast.
