Can anyone try to explain how I fix this issue.
When I brake with my front brake the right (left in the picture) brake pad is stuck to the rim and the wheel is not turning.
On the back wheel everything works fine.
How do I get the break to release the wheel ?

That is why I hate rim brakes. Try to find a video on youtube on how to adjust them.
There should be a small screw near the base of each caliper arm to adjust spring tension. Screw it in on the non returning arm to increase the tension, just half a turn at a time.
Also make sure a lip hasn’t been worn onto the problem brake pad, of the pad is too low it can create a lip which catches on the rim
