Screw extractor. Should be able to without destroying the threads.

I had a bottle cage that sheared off during a fall. Thankfully the screws and screw plate were left intact. I still don’t understand how it happened though.

Walk it backwards with a hammer and small punch till you can grab it with needle nose.
Might be easier to go forwards with that slight lip sticking up. But only if there’s room for the screw to fall through.

I’d go to my LBS, you are probably not the first one with this issue.
In addition to other good options already posted, sometimes it’s possible to cut a notch in the stub with a very small Dremel bit and get it out with a slotted screwdriver.
