I work at a hospital where the bike rack is a wheel chair dumping ground.

This works for me as I’d just fold up my bike and put it in the cart.
But also, these are assholes who kind of want to be nice, but aren’t aware enough of the world around them to be successful.

Same here at my local grocery store. In my case it is right by the shopping cart return so I can see why people think it’s for shopping carts. It still pisses me off to no end though.
