  1. Super budget coil spring fork. No adjustment. Probably isn’t moving partially because the stanchions are rusted. Those aren’t coming back. Fork is likely pretty toast.

    I don’t believe that top cap is even threaded. I think it just pops off like a hand grip end plug. That fork isn’t adjustable, and isn’t exactly serviceable. You can however clean it up as best you can by using steel wool and light sand paper on those rusted stanchions. You wouldn’t do this on a higher grade fork of course. Pull up those dust cover seals and clean all the gunk out. Then lubricate it the best you can after it’s all clean. I suggest grease for these old beasts. Thin lubricants and fork oils are too light for this calibre of fork.
    It will never preform well, but you might get it to be more useful.
