Hello! I recently got this bike but the seat is too high! I have tried to unscrew the bolt circled in the image but it won't budge, there's also quite a bit of rust there on the right side! Do you guys have any suggestions? I can take it to a bike repair shop but ideally I'd like to fix it myself! Thank you!

Cutting off the bolt and just replacing it is probably the easiest, quickest and cheapest option.
