The frameset is cool. I especially like the old-school lugged forks. And I even like the tires. Those Bullmoose bars are in dire need of a good cleaning with some 4 ought steel wool to get the rust off.
Have you ever worked on bicycles before? If it were me I would tear the bike down completely and inspect, clean and re-lube everything and, during that process, replace anything that needs it and think about what you might want to change/add. You are almost certainly going to need new brake cables judging by the look of the rear brake cable.
I guess the first things I would think about upgrading would be all the contact points. Where you contact the bike and where the bike contacts the earth. So, new grips, saddle and even pedals maybe. And new tires if need be. Then go from there.

The Suntour xc pedals are worth more than you paid for the bike & the og ratchet-thunbies are pretty sweet
