New to biking. Don’t even know how to be honest but want to learn. I asked for bike recommendations and people have said a mountain bike or beach cruiser basically for my situation. I couldn’t find any mountain bikes in my area in my price range and location. The bikes shown are $130 (first one) and $80 (second one). Does it look like there are any major issues?

Aside from looking a little unloved and inexpensive they’re probably fine for learning. Grab a bottle of lube for the chain and axles and you should be ready to roll:
