To me it looks like that’s a bike lane, the car lane is to the left of the solid line, and the gap is that cyclists have enough space within the lane without getting passed too closely.

I would say a buffered bike lane. But looking at some pictures online of bike lane design it looks also like right turn lane. Person on right turns right, person left of dotted goes straight.
