My Ultimate I ordered recently came with it (just the headset tool, not an extra plug).
It should indeed come with the bike but I’d order an extra one as a spare to bring on your rides as well…
After just a couple of rides my cockpit came loose mid-ride, only to find out then that I couldn’t tighten it back at all anymore. Completely ridiculous. Was a very sketchy ride back home so I ordered a spare tool right-away and rode with it ever since..

Yes, it comes with the tool because it is essential to tighten the headset after you have unpacked the bike.
My Endurace with the CF0018 has a tool that rides on it!
