It’s a place for regular commuters to store their lock so they don’t have to ride with it every day, and prevents the actual racks from becoming cluttered with unused locks.

I’m guessing that’s where you leave your lock when you are not at work so you don’t have to carry it everywhere. I used to keep a light cable lock in my backpack but left a fuggheddaboutit at the office for when my bike would be locked unattended all day

Very nice. The ‘heavy’ lock can have a home where it is used and not have to be schlepped everywhere.

  4. This is a nice idea. I get annoyed when I get to work and the 5 closest free spots have a lock on them already, but no bike and I end up parking in the fourth row of racks, since the few times I have taken a spot with a lock already on it, later the person whose lock it is still uses that same spot and crowds my bike in making it difficult to get it out.
