This lemond just showed up for $100 on marketplace. The only photo shows quite a bit of rust on the outside of the frame. It's quite far, so wanted to see what people think before going to check it out, is the frame toast? (I imagine it's hard to tell without seeing the inside of the frame)

Not based on those pics.
Those pics aren’t great, so it’s hard to tell. That said, it looks like there may be rust bubbling under the paint near the cable stops on the top tube. If that is the case, do not buy that bike.
IMO, the location of the frame rust suggests it’s from sweat. If that’s the case, it’ll be surface rust which is treatable with a rust inhibitor and a couple layers of clear coat.
i mean… If the bike was otherwise great with a good condition drivetrain and tires sure…. but only given these pictures, if the drivetrain and tires also need replacing a bike in this condition doesn’t seem like it’d be worth much to me.
The current condition shows that it has been poorly treated. As someone says maybe a trainer bike due to rust being mainly at the front. Very likely the headset is busted. I wouldn’t travel far for a 100$ bike in that condition.
I wouldn’t buy that unless you plan on getting the frame blasted and repainted
