I’m trying to install new cleats but when i twist the bolt into the hole, it’s as if the entire hole twists in tandem with the bolt thereby not allowing it to tighten up. Is this normal/how can i fix this?

That’s not normal, and this sounds like a warranty issue.
Can you lift out the insole and see the T-nut from the inside? Sometimes there is a little hatch under the footbed. If you can grip it with pliers or something on the inside, you may be able to get it tightened.
On most 3-hole shoes the nuts aren’t in channels like these.
