So is this something you could use some kind of insurance for? Or was the bike fairly new to the point you could get a discount/rebate towards new one if you explain what happened to your old one?

You are the proud new owner of a full time indoor trainer bike, if you don’t want to recycle it.
If carbon or aluminum, it’s dead. If steel, it might well be fine. I can’t tell from the photo but I don’t *think* it looks like steel… 🙁
If steel, you’d want to take it to a framebuilder to check alignment and see if they can round out the dent a bit (they usually can).
It’s kinda hard to tell how deep/bad this ding is at this angle. Assuming this is steel, is it really as bad as y’all are saying? I’ve ridden steel frames for 20 years and several have had dings similar to this and I’ve never really thought twice about it.
That’s an easy fix. You need to take the frame, wash it carefully till it’s shiny and put it in a box. Add some flowers in it. Burry the box in your backyard and say your goodbyes.
That blows. So much.
Maybe Check if there’s any cameras around to get the car’s plate
It’s so hard to tell how deep it is from that pic but as others have suggested if it’s steel it might be repairable.
