I’m assuming you are talking about the front, if so, simple remove the shifter, cable and housing and use the limit screws to lock the front derailleur into whatever chainring you want it on. If you want to fully remove the extra chains you need to get a single narrow wide chainring.

Yeah, look at “singlespeed conversion”
The approaches range from using limit screws on derailluer to actually removing cogs/rings. You need a chain tensioner in this approach, which operates a bit like a unshiftable deraillure.
However, these are all a bit hacky and if the bike is currently running, leaving it in place is about the same experience. The benefits of singlespeed are a simple ass drivetrain and a wider 1/8″ chain. Conversions mostly don’t realize those benefits, so you may be looking for a new frame.
