Bought this vintage bicycle on Facebook marketplace I took it to put air in it and can’t because of this little do-hickey. How can I go about filling this tire with air and the tire says inflate to 60 psi. Should I do that? Thanks in advance

That’s a presta valve, and it requires a presta valve pump head. You unscrew the knurled thing and press the pump on it and inflate.
But for those wheels you should replace the inner tubes with ones that have a schraeder valve (like on a car).
