I’d pull it, clean it up, touch up the paint, the put a piece of tube between the derailleur and seat tube.

That looks like galvanic rusting and I’d suggest you remove the bracket and put something like electrical tape between the frame and the bracket. The galvanic rusting happens between two metals and is actaully quite aggressive compared to “normal” rusting.

Replace the derailleur ,Clean the tube and paint over the damage with touch up paint ,Maybe get an all aluminum derailleur .

That is rust transference. The rust on the bracket is contaminating the metal it’s connected to. Thus creating new rust on the down tube.
I doubt that rust has advanced far enough to risk the structural integrity of the bike. However, you need to keep an eye on it, test it regularly to make sure it’s not advancing or causing structural issues.

Mech clamp has cracked paint, your tyre has sprayed the broken paint and rusted. Pop the mech off and clean up bad area and rust treat. If your fussy spray last coat with clamp in place or top lacquer layer.
