Could your brakecable and housing be old? I had a similar issue on my bike and fixed it by installing a new brake cable and new housing. You can test it by decoupling the brake and feeling if the brake cable moves frictionless through the housing by pushing it in/ pulling it out. it shouldnt require any force.
