I am new to cycling and recently got this helmet https://www.giro.com/p/fixture-mips-ii-bike-helmet/100000002400000017.html
The strap sits just above my adam's apple and is extremely uncomfortable even when loose. I can barely stand to even think about what it feels like while I write this post. I'm confused because I can't imagine the placement of the strap to be much different. Im looking at pictures and it seems like this is normal.
I realize maybe it's just a me thing but I cannot see myself getting used to it. Could not stand wearing it for longer than 5 seconds. I hate it so much.

Adjust your straps
No it should sit under your chin. You should be able to adjust its position where the straps make a “Y” to move it forward.
Not every helmet fits every head, even if the size is supposedly right. It should be comfortable, not pressing your adams apple. It may be an issue of adjusting the straps or it may be an issue that you need a different helmet.
Helmets are something you should really buy in person so you can try them on (or at least try them on so you know the exact model that is comfortable before you buy it online). Go somewhere that has multiple brands and multiple options within each brand. Try them all on. The most important two things are that it fits you properly/is comfortable and that the price is within your budget. After that you can look at features like ventilation, aesthetics, etc.
Edit: I should mention, some helmets let you adjust the fit of the straps as they make a triangle around your ears and some dont. This helmet looks like it doesn’t. One thing that I’ve noticed with some Giro helmets I’ve used is that occasionally the strap will get wrapped around the cinch mechanism at the back in a funny way. Make sure that the strap is passing through the plastic “Roc Loc” (the plastic bit around the dial at the back that tightens/loosens around your head) and isn’t wrapped funny. This is the area I’m referring to:
