Dang! Short answer: If the derailleur is stuck around the chain, you might be able to pry apart the metal that’s gripping the chain. Then using a chain tool, take off the chain. Clean everything up and put the chain back on. However, if the derailleur is shot, you’ll just need to get a new one. Chains and derailleurs are fairly early to aquire and replace.
