That’s unique. I think the curve tube was where you were supposed to carry the bike over your shoulder. Back then some makers and accessories provided shoulder strap in that area.
Lotus is known for some pretty flashy TT and track bike frames, if it’s the same brand. They made great old road/touring frames before that era, too.
